Let flour of Regular be R, Organic wheat be W
given: 1.8R+2.7W=Total cost (Total cost unknown yet)
ask for R+W=?

(1) The total value of the flour William bought was $10.80
>>> 1.8R+2.7W=10.8
divided by 0.9, we can get 2R+3W=12
possible sets of (R,W)=(0,4); (3,2); (6,0) and also (1, 10/3); (2, 8/3) ...
hence, statement (1) insufficient

(2) The flour at Little Rock Deli and Grocery is sold only in whole pounds.
>>> the sets available is limited to whole numbers, but no other info about the relationship between R & W is given
hence, statement (2) insufficient

(1)+(2) combined together
possible sets of (R,W)=(0,4); (3,2); (6,0)
we cannot get only one answer
hence, statement (1)+(2) together is insufficient
