I am torn between A and B. AFAIK, "is looking" is correct here because it's "one of a large number".

Given that, I am not sure if is looking to use or looking at using is right. A sounds right to me, so will go with it.

A. is looking to use its waterfront as a way for it to improve the quality of urban life and attract

B. is looking at using its waterfront to improve the quality of urban life and attract

Editing - Changing to C. I was emphasising on the wrong part of the sentence. Agree it needs to be "one of a large number of communities that are"

The sentence is talking about large number of communities and their ways to improve and attract new businesses. Trentron, New Jersy is just happened to be one of them.

C is the correct answer
