My answer is D. Correct parallelism using future tenses. The rest of the answers have parallelism error.

My answer is  (D) . It took me 1 minute.

Without compelling reasons, the three verbs (provide, begin, and reach) should maintain parallelism in their use of verb tense.

(A) "is to provide" is not parallel with "will begin".
(B) At the very least, ", is" should be "and is to"
(C) "will provide" is not parallel with "is to being"
(D) "will provide", "will begin", and "will reach" are in parallel. 
(E) No parallelism. The verb tenses used are curious but not compelling.

Didn't consider choice D, as it says 2390 instead of 2300. Is that a typo?
