With increasing inflationary pressures, the government proposed a reduction in the amount allocated the previous year to support the Wollongong Afforestation Program and to expand the desalination Project.

A. proposed a reduction in the amount allocated the previous year to support the Wollongong Afforestation Program and to expand
B. proposed a reduction from the previous year in the amount allocated to support the Wollongong Afforestation Program and for expanding -> no parallelism and bad form
C. proposed to reduce the amount from the previous year allocated for the support of the Wollongong Afforestation Program and to expand -> no parallelism
D. has proposed a reduction from the previous year in the amount allocated for supporting the Wollongong Afforestation Program and to expand -> no parallelism and bad form
E. was proposing that the amount they allocate be reduced from the previous year for supporting the Wollongong Afforestation Program and for the expansion-> too wordy..they refers to whom?

Is allocated the previous year correct ? Shouldnt it be allocated to/for previous year ??

Yes Sumit, its correct. Try to create examples whenever there's any idiom doubt :)

Lets consider below example:
the authorities allocated few special places to refugees to/for previous year
the authorities allocated few special places to refugees the previous year

Hope its clear.
