With laser technology, vision problems, skin disorders, and even many forms of cancer can now be treated by means of using a quick and painless surgical procedure.
'With laser technology' - preposition phrase - modifies the action performed in the following clause
'by means of' implies 'use/using' - so option A and B are incorrect because of redundancy issues
In option C - 'with using' - using is effectively a preposition so combing it with another preposition 'with' is Incorrect.
now between option D and E - through implies 'with the help of' so through using a procedure is Incorrect.
Option D is correct and clear in meaning without redundancy issues
