They are both wrong, council is singular and thus should not be "their plan".

I think you are trying to ask if sentence should start with having worried or worrying. I think having worried sounds good...

2.Having worried for months about the situation, the council decided to take a vote and move forward with their plan.

The sequence of occurance of events is better conveyed in the 2nd sentence.
The 1st indicates that worrying and deciding happened together, or rather the sequence is not clear. Whereas, the 2nd indicates clearly that after worrying for months, the decision was taken. So, the latter seems logically more correct.
