Lots of approaches here.
Here's one:
GIVEN: X + Y = -1
Subtract Y from both sides of the equation to get: X = -1 - Y
Now replace the X in Quantity A with -1 - Y
We get:
Quantity A: -1 - Y
Quantity B: Y
Add Y to both quantities to get:
Quantity A: -1
Quantity B: 2Y
Divide both quantities by 2 to get:
Quantity A: -1/2
Quantity B: Y
we can see that there's no way to determine which quantity is greater.
Answer: D
Here's one:
GIVEN: X + Y = -1
Subtract Y from both sides of the equation to get: X = -1 - Y
Now replace the X in Quantity A with -1 - Y
We get:

Quantity B: Y
