We require the ratio of X and Y to answer the question:

(1) Salary of Z is half of the salary of Y and is also $200 more than the salary of X.
Z = Y/2 and Z = X+200
hence X+200 = Y/2.
but this is not sufficient., as we cant find the ratio X/Y
for example if X = 2, Y = 404 , if X = 2000, Y = 4400. It is clear that the percentage is not constant.

NOT SUFFICIENT.

(2) Salary of X is $1000 less than the salary of Y.
X= Y-1000

if X = 1000, Y = 2000, Y is 100 % greater, but if X = 500, Y = 1500, Y is 66.66% greater.

NOT SUFFICIENT.

Combining Statement 1 & 2, we can find the value of X and Y , and hence the percentage can be calculated.

Hence Answer C
