The question is asking if less than 5 people earn less than $75,000
(1) If everyone earn $75,000, then no one would earn less than $75,000
If the sixth engineer earn $75,000, then it is possible that first through fourth engineers earn less than $75,000
INSUFFICIENT
(2) Say that four engineers earn more than $75,000, this means the rest seven earn equal or less than $75,000. We don't know how many earn less.
INSUFFICIENT
Together, using case (2) with median $75,000, we still don't know because all the rest might earn $75,000 or some might earn less.
