I am confused between 'b. economical' and 'd. ecological'.
To begin with, I'd like to ask you that exactly what the sentence 'It hardly seems to use any petrol at all.' means. I think that It means 'The car uses no petrol,' or is my thinking wrong? Could you tell me that correctly?
Secondly, if my thinking is correct, will 'd. ecological' be correct? If it's not correct, is it wrong for me to think that 'd. ecological' is almost the same as 'environmentally friendly'? Please tell me why?

I think it is B. The question says, "seems hardly to use any petrol", so it doesn't mean that it is absolutely certain that it doesn't use pertrol at all. So we can't use "ecological." A car use either petrol or no petrol. There's no such car that can run on both petrol and with petrol. It's either one of them.

I would go with B too.
Mention of very less petrol usage points to economical.
Moreover, ecological is just relating to ecology - not to be confused with eco-friendly or environment-friendly
