Please I would like to ask, when does the scholarship decision come for Zicklin Mba? Does it come after the admission offer or together with the offer?

Scholarships & Financial Aid page, it depends on the scholarship. For example, see the information for the following scholarships:

Zicklin Full-Time MBA ScholarshipsThe Zicklin School of Business offers merit-based scholarships which range from $10,000 – $30,000 to Full-Time MBA students. There is no separate application process to be considered. Recipients are selected by the admissions committee.
Mitsui USA Foundation MBA ScholarshipThe Mitsui MBA Scholarship offers up to $10,000 (distributed over a two-year period) to MBA candidates pursuing a full-time course-load that have a high academic standing and intentions to specialize in International Business. Admitted MBA students will receive guidance on how to request consideration in the months leading up to their first semester.
Phil Sinyavsky Memorial Scholarship for MBA StudentsIn honor of Phil Sinyavsky, this scholarship of $1,125 will be awarded to one high-achieving incoming MBA student.
Evidently, the first scholarship is simply given out to students deemed worthy of it, while the second is something that a student would pursue after gaining admission. If you have already gained acceptance to the school but have not received a scholarship offer, I doubt such an offer is forthcoming. Still, there is no harm in waiting a bit longer, and if you have received a scholarship offer from another school, there is nothing wrong with mentioning that offer to your Zicklin point of contact to see whether an offer would be made.
