The analyst suggested that traders pay more attention to XXX, but still not to ignore standard indicators =>
 
"suggested" is an example of mild subjunctive in which one person tells other to do something. The general usage is

+ that + base form of verb.

Hence "to ignore" (to + verb) is incorrect, we just need the verb(ignore). => A, B and D out.

GMAT uses "should" for "moral obligation". Also we need a "that" to maintain parallelism. Hence C is preferred over E.

Without ellipsis, the final part of the sentence would read but the analyst suggested that traders not ignore standard indicators. That's surely more than we need, but the abbreviated version in the original sentence swings too far in the other direction. In the original sentence, it's not perfectly clear who should avoid ignoring indicators and the structure of the final section isn't parallel with the first. In order for it to be parallel, "not to ignore" needs to parallel that traders pay more attention since both phrases are supposed to follow from The analyst suggested. Therefore, eliminate (A) and (B) for breaking rules of parallelism; neither creates a grammatically correct conclusion to The analyst suggested. (E) creates a similar problem. Try taking out the middle of the sentence and see if it would be okay to say The analyst suggested that traders pay attention but they should still not ignore. The problem is that that traders pay attention is not parallel to they should not ignore. Of the remaining options, you can eliminate (D) for altering the meaning of the original sentence by replacing but with and. (C) remains.

An 800 test taker knows that ellipsis only works when the pieces that the abbreviated portion keeps imply the pieces it doesn't. In order forbthat to happen, the essential pieces must remain and must parallel the structure of the rest of the sentence.

One thing to remember is that all subjunctive mood sentences, whether the command subjunctive or past subjunctive will not be appealing to reason of normal usage but will be out of the ordinary, especially in the use of the verb form and tense.

The structure of the command subjunctive is

1. the use of a word that describes a mandatoriness such as desire or direct or even recommend or suggest in some special situations such as when they are from authorities or higher officials. 
2. followed a by relative connector ‘that’ starts a subordinate clause and 
3. a verb for the relative clause that is in the bare infinitive. 
 
The word ‘suggested’ here denotes subjunction because it is from the analyst who is supposed to be the authority in the domain of finance. Then you have the connector ‘that’ duly followed by the bare infinitive verb ‘pay more attention but not ignore the old’. This is the structure of the classic command subjunctive.

As per these norms, one can confirm that only C sticks to the subjunctive pattern

The parallelism at the core of this sentence is The analyst suggested X but not Y . The X & Y have to be parallel. Since X is a " that " clause, Y must be a " that " clause as well. Choice (C) has the correct parallelism. Choice (A) has an infinitive in parallel with the initial " that " clause. Does this make sense? Mike :-)

Here is my take on C.

C) but that they still not ignore --  This sentence is correct. 'They' modifies traders, as analyst and measure are both singular. The sentence also has proper parallelism: that and that. The sentence also holds the original meaning!

Hi  kartzcool ,

The analyst is suggesting the traders to do something and at the same time is asking them to be conscious of some other thing. So we need to show contrast.

For an example,

John's mother suggested him to be nice with his friends but warned him to be vary of their bad intentions.  --> Here mother is suggesting 2 things of which 1 is positive (nice) and the other is negative (bad intentions).

Had the mother told John two positive things, such as "being nice" and "sharing things" then we would have used a "and".
For example,
 John's mother suggested him to be nice with his friends and also advised him to share his food with them.
