personally, depending on you school choice, i would say you should defer to next year. i think your score makes sense, you were getting around 600 on the gmatprep test and you ended up with 40 points. most ppl will swing about that up or down depending on how close to the exam set up they took their practice. considering the added stress you had on your actual test date it kind of makes sense that yours went down.

i would probably figure out what is killing you in the verbal section and work on that.

It is really disheartening to hear about your experience of the test center. Every single one of the 4 minutes spent on waiting for scratchpad was precious and it certainly had bigger impact then you can think of. If possible please provide your feedback to the GMAC.

On the mock tests, I agree that by using multiple sources, one can never evaluate one's progress. for this reason, I chose Manhattan because they have 6 mock tests. You can buy them online or buy one of Manhatan GMAT books and you will get access to the 6 mocks. (Check the book cover for confirmation of free test). Uses these 6 mock tests, to track your progress and to find and attack your weakness areas.
I personally feel that more than 2 months is required if you prepare will working.
