Plan A:

So Plan A total = F + 2x, where F is the entry fee.
Plan B:
For 3 hours 20 minutes, billing “per hour or fraction of an hour” means 4 billed hours total.
So Plan B total = 4 * (3x/2) = 6x.
Set totals equal:
F + 2x = 6x
F = 4x
Then Plan B total = 6x = 1.5F.
From the options, the only pair where the second is 1.5 times the first is:
F = 8 and Plan B total = 6x = 1.5F = 12.

Plan A:
The entry fee covers the first 2 hours. Time beyond 2 hours is 1 hour 20 minutes, which is billed as 2 additional hours.
So Plan A total = F + 2x, where F is the entry fee.
Plan B:

let A entry fee be - m
at 3h 20 mins we will chrage for 4 units
A = m = 2x
B = 3/2 * x* 4 = 6x
m + 2x = 6x
m= 4x
total cost = 6x
so m:T = 4:6
only possible answer is 8, 12

Fixed = A
Variable = (round up(t)-2) * x
Plan B
round up (t) * 1.5x
round up (t) = 4
A + (4-2)x = 4 *1.5x
A+2x = 6x
A = 4x
We have 4,8,12,20 in options, giving x = 1,2,3,5.
This means 6x = 6,12,18,30
A = 8, 6x = 12 works
Fixed = A
Variable = (round up(t)-2) * x
