The author made the claim with an assumption that the unexpected loss of control was due to the technical or drone problem. If there is another reason that unexpected loss of control incident happened, it will weaken the author's argument.

Choose E since it points out that another reason for the incident is the drone operator.

Let's see each of the options one by one:

A=> Downplays the severity of such events and not the severity. Eliminate.
B=> Comparing drones to bicycles and other means is irrelevant. Eliminate.
C=> The delivery of increased volume and current fleet is out of scope. Major concern is the reduction of such accidents. Eliminate.
D=> This argues that the accident rates are stable which actually supports the concern. Eliminate.
E=> This provides an alternative reason as to why the incidents can happen and drone operator training can solve the problem. Correct.

Correct Answer => E

A. Not as irrelevant as it is talking about the severity and not frequency. The argument is talking about accidents becoming more prevalent which isnt talked here
B. Irrelevant as its making a comparison which isnt required here. The conclusion isnt talking about which is worse.
C. Irrelevant as it doesent exactly undermine the implication that accidents will increase. It just suggests that fewer drones might be needed.
D. Irrelevant as it supports the opponents claim and says the problem is present even in the newer system. Doesent weaken.
E. Relevant as it directly attacks logic of the statement. It undermines the assumption that design flaws are the main cause of incidents by saying loss of control is due to poor training.

E.
