A Maybe disabling sensors happens equally in all neighborhoods, or maybe not more in high-concentration areas.

B It doesn't answer the question of why would high-security neighborhoods have more non-critical calls.

C If neighborhoods with the highest concentration of such systems also have worse or overloaded internet infrastructure, the systems often fail. Correct answer.

D No reason given to why high-security-concentration neighborhoods have a greater daytime unarmed rate than other areas.

E It doesn't explain a greater increase in high-concentration areas.

Let's check each option one by one:
A=> This option does not explain why high concentration neighbourhoods have the greatest increase in burglaries.Eliminate.
B=> Again, longer police response times will affect the city broadly and not specific neighbourhoods.Eliminate.
C=> This option provides the best explanation as the regions with frequent internet connectivity issues might coincide with these neighbourhoods having most systems and as this leaves an open chance, have the highest chance of burglaries. Keep for now.
D=> This can be a very tempting option but fails to reason as to why only certain neighbourhoods will have this issue as this seems to be a general user behaviour problem. Eliminate.
E=> Nighttime updates can cause a brief downtime and this should not have the effects at such a large scale. Eliminate.

Surprisingly, the neighborhoods with the highest concentration of these security systems have seen the greatest increase in burglary rates, even though the systems are designed to promptly alert homeowners and law enforcement to suspicious activity.

We need clarity why the burglary rates are higher where more security systems are installed

A. Some homeowners in Velburn disable motion or sound sensors to avoid false alarms, unintentionally leaving parts of their homes less secure. - When detectors are disabled, system won't work and burglary will go undetected without alarms which possibly may encourage more burglary.
B. Police response times have increased in Velburn due to a surge in non-critical emergency calls. - Not relevant
C. Several regions in Velburn frequently face intermittent internet connectivity issues that disrupt real-time data transmission. - Connectivity issues are important for Wi-fi enabled system but it does not explain why the burglary rates are increasing. Also, the data transmission is not relevant. Still the option can be considered unless better one is available.
D. Burglars often operate during daytime hours, when security systems are more likely to be left unarmed by homeowners. - Security system may work even when when left unarmed
E. A large portion of security systems in Velburn rely on cloud-based services that automatically update during nighttime hours. - Not relevant

A Sensor disabling could occur anywhere, not especially in those neighborhoods.

B This would affect the entire city similarly.

C CORRECT. If the neighborhoods with the most systems also have the worst internet reliability, maybe because many devices strain the local network, those systems fail just when needed.

D It doesn't explain why high-system neighborhoods have a greater increase unless those people leave them off more often.

E Nighttime updates do not explain why burglaries are higher in system-dense neighborhoods.

A. Not as relevant as this does weaken the security a bit, but doesent exactly explain why the high security neighborhoods have the greatest increase in the burglary increase
B. Irrelevant as this doesent explain why high security system neighborhoods see high increase in burglary as the police response time increase affects all the neighborhoods rather than a specific high security one
C. Irrelevant as if this were the main cause the burglary increase would be related to regions with difference in connectivity rather than a region with a higher security system
D. Relevant as this directly resolves the paradox since it explains that due to systems being turned off the burglaries increase and it doesent contradict the systems effectiveness when it is armed
E. Irrelevant as the burglaries arent said to happen at night specifically and also it doesent state that the system stops during the update too.

D exactly does that because it explain why burglar are motivated at specific area, because system is unarmed then burglar are motivated to move there, which explains the increment in their rate

Something that explains why growth in wifi based security cameras would lead to decline in security

A. Doesn't explain both. Explains the later
B.Correct. Due to more cameras, more false positives and that would cause burden on the system, leading to decline in security or increase in burglary
