The choice D explains the apparent discrepancy between why the number of WIFI-enabled alarms have increased but the number of burglaries have increased and other answer choices are not in sync. with the reasoning. So, the answer is choice:D

B-> it's inference not answering the contradiction.
C-> maybe due to internet connectivity issue, the house with security are more vulnerable to burglary.
D-> could be but this would be for all people in town and not just people with more security.

B -> Police response would also be uniform across. Does not explain the increase in certain areas
C -> Several regions face intermittent connectivity. We can't be sure if the regions are the same where these security systems are most dense. If yes, then helps but if no then it doesn't explain
D -> This shows why the burglaries have risen. If the system is shut off, it can't help in preventing burglaries. Moreover, since burglars know this, they are exploiting it.
