I chose C but realized that B was stronger. B can ensure that the overall usage of books will not increase which is in line with the expectation. While C might be true that physical usage is reduced because of the increase of digital usage, it still needs an assumption that the change will not affect the student’s study habit. Because if it affects the study habit, C will not be in line with the expectation which now makes C seem more vague and put it behind B.
