R * C = (R+4) * (C-2) ---(1)
Combination of R and C that will result in 70 tiles = 1 * 70, 2 * 35, 5 * 14, 7 * 10, 10 * 7, 14 * 5, 35 * 2, 70 * 1
Since 2 columns = 4 rows there should be more number of rows and less number of columns, which will eliminate half of the answers
Remaining options - 10 * 7, 14 * 5, 35 * 2, 70 * 1
Out of this only 10 * 7 will satisfy the condition (1)
so Ans = C
