My thinking is the following, please correct me if I'm wrong:
Max
Max = 80% ; given that finance (80% of students) comprises the smallest % of the total available for overlap of students studying other subjects.
Min
Cumulative sum of % of students NOT studying respective subject - Lets call this N
N = (1 - .8) + (1-.95) + (1-.9) + (1-.84) = .51
We are looking for the minimum number of students that can study all FOUR subjects, however we just found the maximum number of students studying 3 subjects or less. Therefore if we subtract N from 1 we get the minimum number of students studying four subjects.
Min = 1 - .51 = .49
So Answer C.

Students who have taken marketing = 95
Students who have taken finance = 80
Students who have taken operations = 84
Students who have taken HR = 90
The maximum number of people who have chosen all four = 80(since the minimum number of students in one department is 80)
The minimum number of the people who have chosen all four = 100 - (100 - 95) - (100-80) - (100-84) - (100-90) = 100 - 51 = 49
Thus, the correct option is C.
