I think the answer is B.
1. 4 event digits --> 2, 4, 6, 8
2. Numbers ending in 2,6,8 are not divisible 8 (check with numbers)
3. Number must end in 4, meaning 6 (3*2*1) possible numbers that end in 4.
4. Total possibilities is 4*3*2*1 = 24
5. 6/24 = 1/4

4 digit integers, all digits even= 4*5*5*5 = 500
Half of above are divisible by 4= 250
Half of above are divisible by 8= 125
P= 125/500 = 1/4
