Since b+1 = 6, b = 5
In the third iteration b+1 = 7, hence we need to get 1 from the previous iteration
Since, we need the number 4, we can achieve that by adding 2 7's
Hence a=7(Option E)

But if we look at sum of hundred's place digits, b+1 is only 6, since its resulting in a 7 - there must be a carry from sum at ten's place digits.
Carry of 1 is not possible when a=2. So a must be 7
