but there is 3rd possibility , there is 1 number which is second highest repeated in s1 and that same number is mode of s2 also.
As data can have multiple mode , so 9 is mode is given in statement 1 , but it is not given 9 is ONLY mode

Two points
1) We will have take the words the way they are given.
2) But say we take it that there is actually another mode 9 and X in S1 and 9 and Y in S2.
The numbers are in increasing order, so S1 ends with 9 as there is 9 in S2 also.
S1 1,1,2……X,X,X,9,9,9
S2 9,9,9….11,12,Y,Y,Y
So X and Y have to be different numbers as X<9 and Y>9.
