Further, it reports that all of its unsalable garments are recycled as scrap, but the percentage of garments reported as recycled scrap is 9 percent.

(B) The percentage of garments returned by retail outlets as unsalable includes, in addition to detective merchandise, garments in unacceptable styles or colors. - WRONG. Irrelevant.
(C) Some inspectors, in order to appear more efficient, tend to overreport defects. - WRONG. Tries but on the other part of the percentages.
(D) The total number of garments produced by the manufacturer has increased slightly over the past year. - WRONG. Complex further the percentages.
(E) Unsalable garments are recorded by count, but recycled garments are recorded by weight.

Only E gives a reason for such discrepancy in percentages. Per unit weight might be more.

If this is the case, then the recycled percentage (9%) should be less than that of the unsalable garments (7%).

Why they are unsalable doesn't matter since the percentage here, 7%, will remain the same. Moreover, this doesn't explain why there's disparity between the two percentages.

Then, unsalable percentage should be higher than the recycled!

Sure. But, per year, the number remains the same and the same number of garments should be used for calculating both the percentages. However, that may or may not be the case, but this option doesn't dispute that. Say there are 100 garments, of which 7 are unsalable, so the % = 7, whereas post recycling, if the total number of garments considered is 93, then recycled % = 7/93 > 7%.

Right, so, if recycled garments are recorded by weight and that percentage is taken into consideration, then the percentage can be anything depending on the total weight of the recycled items.

Except E, all remaining options can be eliminated. However, E doesn't look very promising to me. Should I presume that defective pieces have more weight per piece than that of good ones? It may or may not be.
