Answer should be A.
We should use "much" here because of the presence of uncountable noun - money. So, B and D are gone.
E is wrong because "they" has no antecedent.
In C, "generate a majority of innovations" is shown to be parallel to "invest much more in Research and Development." But generating innovations is the result of investment, so, they cannot be parallel.
A has no errors.
