Rates questions are SO much easier if we make up information rather than working with fractions!! Let's say each man can solve one GMAT question per day.
We employ 30 men for 25 days, so they complete 30*25=750 GMAT questions.
We then employ 35 men for enough additional days to finish all the required GMAT questions in 37 days (we were scheduled to finish in 38 but finished a day earlier, so 37, which is 12 additional days after the initial 25), so they complete 35*12=420 GMAT questions.
The total amount completed was 1170 GMAT questions.
If we had only used the initial 30 men, they would have been able to do 30 questions per day, so they would have taken 1170/30=39 days if no additional men had been hired.
39 days would have meant we were one day behind the target of 38 days.
Answer choice A.
