OFFICIAL EXPLANATION



The subject of the sentence is “council,” so the plural verb “have concluded” in A and C is incorrect. The use of the conditional “would arrive” to describe species that are already “currently” on the island is illogical, so D is incorrect. E incorrectly uses “much” to describe the countable noun “species”; countable nouns require “many” instead of “much.”
