The use of "have" is incorrect as "council" requires a singular verb. Using "much" is also incorrect. As the invasive species can be counted "many" should be used.
B. has concluded that many of the currently uncontrolled invasive species on the island chain arrived
This choice corrects both of the initial mistakes made in A. The use of the plural "have" is changed to the singular "council", and "many" replaces the incorrect "much".
