This is tricky. I think D and E are both gramatically correct but that (E) is more precise (yet it also doesn't have a drop which makes it sound a bit strange). I'll go with E and hope that I'm right.

It's not clear what this question is asking. Please underline it.
a drop is more precise than starting with more than.
I will go with D, it correctly modifies decline.
I had the same reason of redundancy for "E" but you highlighted the appositive part in "D" too. Thanks for that!
