E is my final answer, cuz E explain why Students need to go to tranning course. They need a better skill to enhance their chance to take a job. Obviously E

IMO C If Skills are NOT the primary concern rather work experience in the relevant industry is the primary concern then even after having the required skills the students may not get hired. Hence they are assuming C and training the students in that aspect.
