Analyzing the question:
Are there more than 20 students that are female and junior?

Statement 1:
There are 30 junior students and 20 senior students. We don't know the male vs female breakdown of the 30 junior students so this is insufficient.

Statement 2:
There are only 15 female students, so there certainly cannot be more than 20 female junior students. Sufficient.
