Should the verb be 'dominate' not 'dominates' ?

Yes, I think it should be 'dominate' but this 'elite' wors is making me to think it should be 'dominates' ... anyone please explain..

I would have selected 'dominates'
but I am also thinking that may be 'political and business elite (group)' is singular and that 'political and business' with 'elite' are adjectives of the noun 'elite'......we need experts opinion here.
