why is d wrong? I mean compared to C it is more wordy but is there any other reason.
Hi ShaunakSawant,

There are no grammatical errors in (D) and it falls to (C) on the basis of conciseness. And though some people have written in this thread that GMAC does not tests such concepts anymore, I beg to differ. I have seen many such questions in recent GMAT Prep mocks that have two grammatical correct answer choices conveying the intended meaning correctly, but you have to choose one that is precise than the other.

There is no such rule. 'There' doesn't need to refer back to a precise location. It is used for an abstract location (He will always be there for you) or as a placeholder too (as used in the first sentence of my reply).

A correct construction could have such usage of 'there' in it though it could make the sentence a bit indirect.
e.g. Instead of "There is no such rule," we could say "No such rule exists."
In any case, both are correct. It all depends on the available options.

A will find it difficult to do B without C. (C is the testimony)
A will find it difficult to do B if there is a lack of a doctor to do C.

The first sentence is much more direct and easy to understand.
