There is a small mistake in the equation that you've written. You have not considered the remaining amount of Printers in the equation.
There will be 3 values for each printer (let's consider printer A for example) :
1. The amount of downpayment (0.1c)
2. The remaining amount (0.9c)
3. The finance charges (0.9c X 0.4)

Similarly, list down the 3 values for printer B.

The final equation will be:
0.1c+0.9c+(0.4)(0.9c)=0.2c+0.8c+(y/100)(0.8c)

Solving this equation will yield the value of y as 45.
