pardon for the silly question. Could you elaborate what does the phrase "to the nearest half" signify here?
In general, there are 3 states: 0 ------ \(\frac{1}{2}\) ----- 1

9.5% - 4% = 5.5%
So, how it can be 6? If 5.5. is exactly in the middle 5 ----- 5.5 ----- 6

Take into consideration that statement did not say "to the nearest Unit".

I think it's just a lame way of saying that the answer choice is within a half unit of the actual number. Notice that the question does not say "rounded to the nearest half." It says only "to the nearest half."
