"amounted to a sum of" is 100% redundant. Either use "amount" or "sum", both mean the same.

B. its operations because, as many companies with unfinished products, it failed to obtain the investments necessary to complete its research and development and reported expenses that amounted to
Use of "as" when used without a verb can have 3 meanings. [Refer to MGMAT SC, Verbs & Comparison: Extra, More on Like vs As. There are 3 uses of "as" described there: Function, Equation, Stage]
One E.g.: John is appointed as the new police officer. So John is assuming the role of a police officer. Not that stuff following "as" has NO verb.
Coming back, "A small but promising internet initiative ceased ..., as many companies" well, the "initiative" did not play either of the 3 roles described above. So, a verb/ helping verb is needed after "companies".

C. its operations because, like many companies with unfinished products do, it failed to obtain the investments necessary to complete its research and development and reported expenses that amounted to
"like..do" out! Like is only used for noun comparisons.

D. to operate because it failed, as many companies with unfinished products do, to obtain the investments necessary to complete its research and development and reported expenses that amounted to
CORRECT

E. its operations because it failed to obtain the investments necessary to complete its research and development, as many companies with unfinished products, and reported expenses that amounted to
1) "as many companies" is placed after "research and development" but from the intended meaning of the original sentence, we don't that "many companies" even failed to "complete its research and development"!
2) Also, it has repeated all the errors from option B

Small initiative ceased its operations just as many other companies do.

Since we are comparing activity- 'Ceased'- we will use 'as' instead of 'like'. C is out.

'Amounted' and 'sum' are redundant. A is out

'As' requires 'do', which is absent in choice B and E. B and E are out.

Only option D is correctly comparing actions of two firms.

The errors pointed are true but on first look, the beginning of the statement

"A small but promising internet initiative ceased" Option A, B, C & E "its operation" - the initiative did not cease itself.
"The initiative ceased to operate" - is the only logical sentence.

I love the Economist questions. :D

Here's my thought process if it helps anyone:

A) Amounted to a sum of is redundant

B) As is used to compare phrases not nouns. In this case we need a verb after "products". Something like "do" would make sense.

C) Like is used to compare nouns not phrases. Hence the use of "do" in the comparative phrase started by "like" makes this choice incorrect.

D) Fixes all mistakes. CORRECT

E) The comparative phrase started by "as" is placed towards the back so it is modifying failed to obtain the investments necessary to complete its research and development. This changes the meaning of the sentence.
