SPatel1992 Birds are countable, but the number is not. For instance, if there are 900 birds, we'd say "There are fewer than 1,000 birds" or "The number of birds is less than 1,000."

Can someone explain why D and not B is the answer? I thought 'number of birds' is a countable noun. What am I doing wrong?

Isn't "these" in D problematic. So i picked B because its better than D.
Please Help.
Also we are writing -"fewer than 1000" how is this wrong in B as its countable.

Official Explanation

The underlined portion of the sentence contains the phrase lower than, so make sure this is the proper quantity word. The phrase lower than refers to number, which requires the counting phrase less than. This is a quantity words error. Eliminate choice A and look for obvious repeaters. Answer choice E also uses the phrase lower than to refer to birds, so this is an obvious repeater. Eliminate choice E. Now evaluate the remaining answer choices individually looking for reasons to eliminate each.

Choice B incorrectly uses the adjective fewer, which applies to multiple things, to refer to number, which is a single quantity. This is a quantity words error. Eliminate choice B. Choice C uses the phrase below to refer to number, which is a quantity words error, so eliminate choice C. Choice D fixes the error in the original sentence and doesn’t introduce any new errors. Keep choice D.

Choice A: No. The phrase lower than incorrectly refers to numbers. Quantity words.

Choice B: No. The phrase fewer than incorrectly refers to numbers. Quantity words.

Choice C: No. The word below incorrectly refers to numbers. Quantity words.

Choice D: Correct.

Choice E: No. The phrase lower than incorrectly refers to numbers. Quantity words.

The correct answer is choice D.

"A South Florida bounty on predatory terns" is a singular noun so we strike out C and E.

A. has decreased the number of such birds lower than one thousand or less => strike out A because the underlined part unidiomatic

B. has decreased the number of birds to fewer than one thousand

D. has decreased the number of these birds to less than one thousand

=> We are not referring to a specific number of birds but rather an indefinite range. So "fewer" is incorrect. And D is the correct answer.

i don't know if this is quite right but the reason i eliminated B was that the word "birds" refers to entire population of all species of birds rather than only the terns
why will a bounty on predatory terns decrease the population of all birds?
