Can someone explain why D and not B is the answer? I thought 'number of birds' is a countable noun. What am I doing wrong?

Isn't "these" in D problematic. So i picked B because its better than D.
Please Help.
Also we are writing -"fewer than 1000" how is this wrong in B as its countable.

"A South Florida bounty on predatory terns" is a singular noun so we strike out C and E.

A. has decreased the number of such birds lower than one thousand or less => strike out A because the underlined part unidiomatic

B. has decreased the number of birds to fewer than one thousand

D. has decreased the number of these birds to less than one thousand

=> We are not referring to a specific number of birds but rather an indefinite range. So "fewer" is incorrect. And D is the correct answer.

i don't know if this is quite right but the reason i eliminated B was that the word "birds" refers to entire population of all species of birds rather than only the terns
why will a bounty on predatory terns decrease the population of all birds?
