If the outer perimeter is 36 inches, then each outer side of the SQUARE frame is 9 inches (since 9 + 9 + 9 + 9 = 36)
The inner side of the frame will be 2 inches shorter on each side, since we lose 1 inch on both sides.
So, each inner side of the frame will have a length of 7 inches
So, the inner perimeter of the frame = 7 + 7 + 7 + 7 = 28 = C

Perimeter of outer square = sum of all sides = 36
all sides of square are equal, hence side of outer square = 36/4 = 9
Inner square has a distance of 1 both on left and on right, so side of inner square is = 9-1-1 = 7
Perimeter of Inner square = sum of all sides = 7+7+7+7 = 28.
