Markings in fourths - 1/4, 2/4, 3/4
Marking in thirds - 1/3, 2/3
Marking in half - 1/2

we can take LCM of 2,3,4 which is 12. Then the various markings become:
Markings in fourths - 3/12, 6/12, 9/12
Marking in thirds - 4/12, 8/12
Marking in half - 6/12

So various Different markings are (above method also allows us to arrange markings from smallest to largest):
3/12, 4/12, 6/12, 8/12, 9/12 .
5 total markings. cost = 5*1.5 = $7.5

4th: 4 equal part marking
|-----|-----|-----|-----|
3rd: 3 equal part marking
|-------|-------|-------|
2nd: 2 equal part marking
|-----------|-----------|

4th and 2nd will overlap so no extra cuts. In total, 3 + 2 = 5 cuts.
5*$1.5 = $7.5
