Let potential voters survey be s
People to will vote = s - 0.4s = 0.6s
People who are likely to vote against = 0.6s * ( 1- 0.25 - 0.35) = 0.6s * 0.4 = 0.24s

Let total Potential Voters be 100
40 Will not vote
60 will vote

Out of 60 voting:

In Favor = .35 * 60
Undecided = .25 * 60
Against = (1-.25-.35) * 60 = .4* 60

Therefor percentage of population voting against= (\(\frac{.4 *60}{100}\))*100 = 24%

Not Likely to Vote:
40% of those surveyed

Likely to Vote:
Remainder, which is 100%−40%=60%.

Percentage Against:
100%−35%−25%=40%.

Calculate this Percentage of Total Potential Voters:
Of the 60% who are likely to vote, 40% are against ordinance A

0.60*0.40=0.24 . So, 24%

So Answer C.
