A Wall Street Journal report said that the ship, that departed from Long Beach on a seven-day voyage to the Mexican Riviera, is about 200 miles south of San Diego when a fire ignited in the engine room, cutting off power, telephone service and air conditioning

A. that departed from Long Beach on a seven-day voyage to the Mexican Riviera, is about 200 miles south of San Diego when a fire ignited in the engine room, cutting off power, telephone service and air conditioning
B. which departed from Long Beach for a seven-day voyage to the Mexican Riviera, was about 200 miles south of San Diego when a fire ignited in the engine room and cut off power, telephone service and air conditioning as well
C. which departed from Long Beach on a seven-day voyage to the Mexican Riviera, were about 200 miles south of San Diego when a fire was ignited in the engine room that cut off power, telephone service and air conditioning
D. which departed from Long Beach on a seven-day voyage to the Mexican Riviera, was about 200 miles south of San Diego when a fire ignited in the engine room, cutting off power, telephone service and air conditioning

E. that has departed from Long Beach on a seven-day voyage to the Mexican Riviera, was about 200 miles south of San Diego when a fire ignited in the engine room, cutting off power, telephone service as well as air conditioning

THAT vs WHICH
Here which should be used instead of that, as the information in between the commas is not necessary but just an extra information.
Hence A and E are out.
Now we are left with B, C and D.
In B "for a seven-day voyage" is wrong.
Also, another problem in Option B is
when a fire ignited in the engine room and cut off power, telephone service and air conditioning as well.
The construction highlighted above is incorrect.

In C, verb "were" is incorrect and is not consistent with the singular subject "the ship".

Therefore, in D

The extra information starts correctly with WHICH. The verb "was" is consistent with singular subject "the ship".
Also, the action cutting off is subordinate to the fire ignition, hence the -ing form.

A. that departed from Long Beach on a seven-day voyage to the Mexican Riviera, is about 200 miles south of San Diego when a fire ignited in the engine room, cutting off power, telephone service and air conditioning----tense issue
B. which departed from Long Beach for a seven-day voyage to the Mexican Riviera, was about 200 miles south of San Diego when a fire ignited in the engine room and cut off power, telephone service and air conditioning as well---improper modifier
C. which departed from Long Beach on a seven-day voyage to the Mexican Riviera, were about 200 miles south of San Diego when a fire was ignited in the engine room that cut off power, telephone service and air conditioning----Ship is singular
D. which departed from Long Beach on a seven-day voyage to the Mexican Riviera, was about 200 miles south of San Diego when a fire ignited in the engine room, cutting off power, telephone service and air conditioning----correct

Can somebody please explain why the verb sequencing cannot be applied in the above question :
My understanding :
The ship has departed first (earlier event) and then reached about 200 miles when the fire ignited (later events) ...
and I believe the events are related ...
So Correct answer : E (IMO)..

1. Use of that with a comma before is ungrammatical rendering the restrictive that as inessential and therefore A and E merit elimination without further probe.
E is additionally wrong because we cannot put an earlier event in the present perfect and the later events in the past tense. Past tense is deeper than present perfect. We may perhaps say that the ship that had departed… but even the choice fouls on the list parallelism at the end by using and air-conditioning as well

2. C is out for wrongly using the plural verb ‘were’ for the singular ship

3. B is wrong for saying -- cut off power, telephone service and air conditioning as well. A comma before and is needed.

D remains

Right off the bat 0.: 'WSJ report said that the ship, [...], is about' - incorrect tense as this happened in the past.

A. that departed from Long Beach on a seven-day voyage to the Mexican Riviera, is about 200 miles south of San Diego when a fire ignited in the engine room, cutting off power, telephone service and air conditioning
POE because 0.

C. which departed from Long Beach on a seven-day voyage to the Mexican Riviera, were about 200 miles south of San Diego when a fire was ignited in the engine room that cut off power, telephone service and air conditioning
POE because 0. - incorrect tense and sv agreement (there is one ship not many ships)

Remains: B, D, E; let's check the difference between the choices:

B. which departed from Long Beach for a seven-day voyage to the Mexican Riviera, was about 200 miles south of San Diego when a fire ignited in the engine room and cut off power, telephone service and air conditioning as well
POE because for a seven-day voyage sounds very unidiomatic

D vs. E, how to choose?

E. that has departed from Long Beach on a seven-day voyage to the Mexican Riviera, was about 200 miles south of San Diego when a fire ignited in the engine room, cutting off power, telephone service as well as air conditioning
'has departed...?' this doesn't sound right, the event had happened in the past, thus POE
Additionally, as well as sounds very out of place.

D. which departedfrom Long Beach on a seven-day voyage to the Mexican Riviera, was about 200 miles south of San Diego when a fire ignited in the engine room, cutting off power, telephone service andair conditioning
Remaining choice

Correct because:
1. Corrects sv agreement between ship, [...], is -> was
2. Correct tense within the clause as events happened in the past

I hope my analysis helped!
