The conclusion of the stem says:
For the argument to conclude that Fresh Start is the *most* reliable protection against cavities, it's certainly assuming that "no other toothpaste provides more reliable protection against dental cavities", which is what A says.
We really don't care whether people are more interested in healthy teeth or in beautiful teeth, so C is not right.

Raj30 Careful there--this is actually a very common type of assumption! The premise says "X does something" and the conclusion says "X does the MOST" or "the BEST." This requires us to assume that nothing else does better.
Imagine that I was selling a GMAT book with the promise that your verbal score would go up 2 POINTS if you read it. Let's say that you believed this promise. Would you believe that this was the MOST or the BEST you could do to improve your score? Only if nothing else (either another product/plan or a combination of products/plans) could improve your score by more than 2 points. That's the assumption we have here.
