We can let n = the number of fish the fisherman caught and create the equation:

n - (1/4)n - (2/3)(3/4)n = 4

n - (1/4)n - (1/2)n = 4

Multiplying the equation by 4, we have:

4n - n - 2n = 16

n = 16

Fastest way:

Let total be 100%
100-(100*1/4)
=100-25= 75%

75- (75*2/3)= 75-50= 25

25% of fish left.
25%= 4
100%= 4/25 *100= 16

ANSWER :B
