Correct answer is C. We are talking about sth happened in past, so we need simple past tense. And immediate should modify what the author intended to.

Copy book present subjunctive – x demand that y do Z - in play

A. will decide on an immediate -----will decide is unsubjunctive
B. immediately decide on a –the intrusion of ‘immediately’ keeps it out of the template
C. would decide on an immediate – same as in A
D. decide immediately on a -- Here intended meaning comes into play; the demand is to decide something but not when to decide. Decide immediately means that the decision ought to be taken just at the end of the conference. This is not the intended meaning.
E. decide on an immediate—this means decide on some immediate action at the earliest. – the best among the available choices.

The original question presents decide on an immediate

Our targeted answer must always be in line with the Stimulus Presented/the actual meaning of the sentence the authour intended to convey ( But in most gramatical - GMAT like form). We must not deviate from the said objective , however tempting/convincing the other options seem.

The setnece presents a " Demand " - Hence it is a subjunctive and options A - C can be straightaway rejected.

Between (D) and (E)

D presents - decide immediately......

E presents - decide on an immediate ( in line with the original question/intended meaning of the sentence)

So, (E) is better than (D)

PS : I have seen generally for such issues the test makers presents some hints in the form of answer choices as well...

A. will decide on an immediate
B. immediately decide on a
C. would decide on an immediate
D. decide immediately on a
E. decide on an immediate

There is a 3 : 2 split of decide on an immediate vs immediately decide on usage , hence ct answer is more likely to include the term "decide on an immediate"

This is purely based on my observation ....

The immediacy should modify the plan of action rather than the decision-making. That is why B and D are out instantly. Then the subjunctive mood required to be used for the subjunctive verb "demanded" starts operating and E is the correct format of the command subjunctive.

I completely disagree with the answer. The beginning of the sentence says that they have been taking a long time deciding on an action, requiring multiple meetings between several people. The UN demanding that they decide right now makes sense in this case. Theres no indication, other than the beginning sentence, that the plan has to take effect immediately.

Why would the UN demand they decide on a plan of action? What was the point of the meeting to begin with? That sounds redundant to me.

Best case scenario, this question is ambiguous.
