Option A: legislation is a singular..... Hence this is out.
Option B: Changes the meaning and also not parallel (mitigated and Abolishing...)
Option D: Changed the meaning and also not parallel (Mitigated and Abolishing)

"that" should be repeated after "and" to match with the "that" before "and". So, we only have C, D and E to choose from.
Now, parallelism between " mitigated" and "abolished" makes it C!
E unnecessarily uses two possessives: decades’ anti-discrimination legislation and housing practices’ inequity.
