AL:  If an alien species ever visited Earth, it would surely be because they were looking for other intelligent species with whom they could communicate. Since we have not been contacted by aliens, we may conclude that none have ever visited this planet.
 AMY:  Or, perhaps, they did not think human beings intelligent.

Imo C. AL assumes that human beings are intelligent and yet the aliens haven't had contacted them, concluding that aliens never visited Earth.

Between C and D. D states she did not under AI internal development. but she actually pointed out the pre-assumption of Al for taking Humans as intelligent.

For these types of argument questions I like to make a quick chart and make a few points on each argument.

AL 
* Aliens communicate with intelligent life
* Never communicated with humans so no contact
Result: humans are smart according to AL, but no contact means no other intelligent life

Amy: 
*Maybe Aliens have visited Earth but did not communicate by choice (implies ,humans are not smart).

So, need an answer that will give a reason to why she said that and how it relates to the first point:

Answer C, is the only possibility.

She attacks this part of the argument.

(A) She misses Al’s point entirely. No, Al is talking about human beings and aliens and she contributes to that only. 
(B) She attacks Al personally rather than his reasoning. No, Al is not the only human being. No personal attack. 
(C) She points out that Al made an unwarranted assumption. CORRECT
(D) She ignores the detailed internal development of Al’s logic. Not relevant 
(E) She introduces a false analogy. Definitely untrue.
