Statement 1 (1) The lowest monthly rent for the four-bedroom apartments is $800.
While this statement provides the lowest rent for the four-bedroom apartments we don't know where in the number line the lowest rent falls. For example, this apartment could be the apartment with the lowest rent among all apartments in the building as shown below (denoted by the red dot)-

or the lowest apartment can be anywhere else on the number line. Therefore the distance from the highest rent will differ. Also, we don't know if the apartment with the highest rent is a four-bedroom apartment.

Hence, this statement alone is not sufficient and we can eliminate A, and D.
Statement 2(2) The lowest monthly rent for the four-bedroom apartments is $100 greater than the highest monthly rent for the three-bedroom apartments.
As the lowest monthly rent for the four-bedroom apartments is $100 greater than the highest monthly rent for the three-bedroom apartments, we can infer the following -
- The lowest rent of all apartments in the building is that of a three-bedroom apartment.
- The highest rent of all apartments in the building is that of a four-bedroom apartment.
We can represent the information on the number line as shown below -

The range of the monthly rents for the four-bedroom apartments = 600 - (100 + 200) = 300
The information provided in Statement 2 is sufficient to answer the question.
