D is the answer. A and B are wrong because "it" is not clearly defined. C is wrong because the work schedule is singular, thus the use of "they" is wrong. E is wrong because had been at the end of the sentence is wrong.

I know OA for this q is A. However, I still do not understand why we have to use future/present tense such as will and is. Grammatically, past tense would be more appropriate. Pls some one explain. THx in advance.

B: "knows" is wrong since "management and labor" is plural. WRONG
C: "they" has no referent. WRONG
D: "must" vs "would. must is an obligation where as "would" is conditional. changes the meaning. WRONG
E: "saying that" is wrong and the sentence is awkward. WRONG

IMO A.

The reason I choose A over C is because the assignment will show what everyone is doing or suppose to do in future ( once the flexible work schedule is implemented.)
