i wud go with A

"knows" is wrong in B

"would have to post the assignments" in C is wordy and assignments sounds repetitive with "assigned to do".

"schedule would have to be posted" in D is wordy

E is wrong, cannot start with "saying that"

Could you explain more clearly on option A? I think if A is correct, it is supposted to be like this

since this is some kind of reported speech.

Not necessarily.
It can be said either ways and it would be correct.

"would" implies that the entire sentence is reported speech, and that the author/speaker has just retold the words of the manager, then what you said above should be the correct way.

"will" implies that the manager said it must be posted on the bulletin, and now the speaker/author is saying that it must be put up so that both management and labor will know what everyone is .....

A for me

The creation of the schedule is a thing of the future. In D you have "was" assigned. Also in A "it" clearly refers to schedule.
