"It" refers to the "term low-fat” and not the product itself. Hence, it can only be B or C. B is less wordier and hence correct.

Meaning

The term low fat is used by nutritionists and dietitians to describe food item that meets one of the wide variety of criteria but legally "low-fat" is used for products that are scientifically verified to contain less than 3 grams of fat per serving

Error Analysis

Meaning error: This sentence says low fat is a product that is......, this is in contrast to the non-underlined portion of food item.

POE
A) it is a product that is- explained in error analysis
(B) it refers to a product that is- correct choice
(C) it is in reference to products- replacing It with low-fat, low-fat is in reference to products, meaning error
(D) it is a product- Low fat is a product
