D

Parallelism.

High cost of land
Pressure of ...development
and the last one has to be parallel, and based on the choices, D makes the best sense - (and) a marketing and distribumtion system...

D because of proper parallelism that uses the noun a marketing and distribution
system
in tandem with the other nouns in th series. E is wrong because of calling Florida and California as its base.

A . basing a marketing and distribution system on importing produce from Florida and California
B . basing a marketing and distribution system on the imported produce of Florida and California
C . basing a system of marketing and distribution on the import of produce from Florida and California
D . a marketing and distribution system based on importing produce from Florida and California
E . a marketing and distribution system importing produce from Florida and California as its base

A list is presented for the " reasons for the decline of New England agriculture "

D correctly presents a list of those reasons -

Among the reasons for the decline of New England agriculture in the last three decades were

1. the high cost of land,
2. the pressure of housing and commercial development, and
3. a marketing and distribution system

based on importing produce from Florida and California.

Hence (D) is correct in all respect...

A simple gerund ("basing") cannot be parallel to nouns ("cost", "pressure"). Hence options A,B an C are eliminated. E is incomplete (moreover a system itself does not import - a system may be based on importing). D is the only possible choice.
