D

Parallelism.

High cost of land
Pressure of ...development
and the last one has to be parallel, and based on the choices, D makes the best sense - (and) a marketing and distribumtion system...

Well i am not sure..but i havent heard the usage "basing on"...eg. I base my decisions on his advice.

Basing my decision on his advice, I will retake GMAT. ( may seem correct..but awkward)

I think we need noun to make it parallel...
'basing a marketing and distribution system ' is verb phrase so I think this is wrong..

only D and E are left but D sounds better than E ..

any comments on the way I eliminated A, B C?

I agree now 'basing .. on' is incorrect and not maintain ||ism
D is correct.

Split : basing is not parallel with cost ... pressure ... and ...; therefore, A B and C are out.
E seems incomplete and it sounds like the system itself can import.

We need parallelism here.

A simple gerund ("basing") cannot be parallel to nouns ("cost", "pressure"). Hence options A,B an C are eliminated. E is incomplete (moreover a system itself does not import - a system may be based on importing). D is the only possible choice.
