Amy bought a bicycle at “B” dollars. And then sold it to Cindy at profit of 20%. Had Amy sold it to Cindy at “x” dollars more, she would have made a profit of 40%. Find the value of B.

I. Amy bought the bicycle at 20% discount.
II. The value of x = $200

With only percentages or ratios, you can never find actual numbers, so Statement 1 can't possibly be sufficient.

Using Statement 2, we know adding $200 to the price increases the profit by 40 - 20 = 20 percentage points, so $200 must be 20% of the starting price, which therefore must be $1000. So Statement 2 is sufficient.
